Halliburton-Abbott closed less than two years after it opened, a victim of the Great Depression, which had actually started before the store even opened, but no one had realized how bad the economy would get or how long it would stay bad.

A direct descendant of Tulsa’s first general store from the 1880s, Halliburton-Abbott opened a giant new location in December 1929, building an eight-story art deco masterpiece at Fifth Street and Boulder Avenue.

Skaggs drugstore moved into the lower floors in 1961, giving the building the name that most Tulsans remember it by today. By 1980, preservationists were calling the Skaggs Building “America’s finest remaining example of zigzag Art Deco,” but they couldn’t persuade the Cities Service Co. not to tear it down.

Cities Services planned to build a 52-story headquarters on the site, which would have become Oklahoma’s tallest office tower. But falling oil prices triggered another economic crisis for Tulsa and the company collapsed, ending construction after only 17 floors. ONEOK took over the unfinished building and remains there to this day.

COVID-19/Operations UPDATE – March 17th, 2020
To our Bogart's Family,

After significant discussion and consideration, we have made the difficult decision that Bogart's Bar & Restaurant will be closing all operations for a minimum period of two weeks. This is effective today, March 17th, 2020 through March 31st, 2020.
It is our hope that we can reopen after this temporary closure, however we must be mindful that the economic conditions during these unprecedented times remain uncertain.

With that said, we will be issuing Records of Employment (ROE) citing temporary layoffs for all hourly employees of Bogart's. We feel that it is in the best interest of all of our hourly people to begin taking advantage of employment insurance (EI) benefits as soon as possible. Please note the federal government has waived the normal waiting period for acceptance of benefits. The EI Benefit is 55% of your average weekly earnings. To help assist in this transition, Bogart's will be topping up the EI Benefit portion of 45% of your average earning for the first week (March 16-22). You will see this additional pay on the next payroll issued Friday, March 27.

The process by which we need to administer the ROEs, will begin immediately. However because of the backlog of EI application requests and ROE requests through PUSH (our payroll administrator) there will be some delay in receiving your ROE. It is expected it could take up to one week for your ROE to be issued electronically, for when you apply for EI benefits.
Once your ROE is issued (in up to one week’s time), it will automatically be populated into your online EI application. We are doing everything we can to expedite this process. More information about how to apply for EI can be found here: https://www.canada.ca/en/services/benefits/ei.html

We understand that this is difficult for everyone but want to assure everyone that this is only a TEMPORARY layoff and expect to have all of you back when it is viable and safe to do so.
