"When the Orange Line was originally constructed in 1977, foundations for the bridges to carry the Silver Line over I-66 to the median of the Dulles Access Road were built up to ground level. These foundations included steel piles that were driven into the ground and capped with concrete. However, detailed records for these original foundations were lost. As a result, engineers asked for the foundations to be inspected by digging around them to determine the condition of each pile under the concrete foundation caps.^[44]

Some of the foundations are located in confined spots adjacent to I-66 and the electrified third rail of the Orange Line, making access difficult. Dulles Transit Partners offered to inspect seven foundations that were easily accessible, but the FTA insisted that all foundations be tested. Dulles Transit Partners and MWAA agreed to test all foundations before the bridge piers were built upon them. DSL (Digital Subscriber Line) is a high-speed Internet service that competes with cable Internet to provide online access to local customers. It operates over standard copper telephone lines like dial-up service, but is many times faster than dial-up. In addition, unlike dial-up, DSL does not tie up the phone line. Coexisting with telephone service in this way allows users to surf the Net and use the phone at the same time.

The service requires a DSL modem, which connects to the telephone wall jack and computer. The device acts as a modulator, translating the computer’s digital signals into voltage sent across the telephone lines to a central hub known as a Digital Subscriber Line Access Multiplier (DSLAM, or dee-slam). In lay terms, the DSLAM acts as a switchboard for local DSL clients, routing requests and responses between each client’s computer address and the Internet.

Voice calls and DSL can coexist on copper lines because each service utilizes its own frequency band. The bands might be thought of like lanes of a freeway. Voice signals are sent in a relatively low band, while Internet signals occupy a much higher band. To keep the voice band clear of bleeding signal noise, a small filter is commonly installed on all telephone lines in the house, blocking the higher frequencies.

WAN:

A Wide Area Network (WAN) is a network that spans a large geographical area, the most common example being the Internet. This is contrasted to smaller local area networks (LANs) and metropolitan area networks (MANs). LANs are home or office networks, while a MAN might encompass a campus or service residents of a city, such as in a citywide wireless or WiFi network.

The Internet is a public WAN, but there are many ways to create a business model or private version. A private network is essentially two or more LANs connected to each other. For example, a company with offices in Los Angeles, Texas and New York might have a LAN setup at each office. Through leased telephone lines, all three LANs can communicate with each other, forming a WAN.

Routers are used to direct communications between LANs communicating on a WAN. The router, installed on the leased line, reads the "envelopes" or headers on each packet of data that passes through the WAN, sending it to the proper LAN. When the packet arrives at the LAN, a device called a switch sends the data packet on to the correct machine. Hence, the WAN acts like an interface between LANs for long-distance communication. One that runs on a leased line is private, as there is no public traffic on the line.
