A construction crew contracted by the City of Burnaby was working on Inlet Drive about 100 metres from Hatch’s home. The rupture was to a pipeline supplying crude oil from the Kinder Morgan tank farm on Burnaby Mountain to the Westridge dock on Burrard Inlet.
